TMC Design Corporation Overview

TMC Design Corporation (TMC Design), formed in 1997, is a certified Small Business (CAGE Code: 09SQ9; DUNS Number: 015703515), successfully providing advanced, state-of-the-art, and emerging technological capabilities, solutions, and services.  Our agile research, development, and integration capabilities directly enable our special studies and R&D activities, innovation services, technology injection and integration, rapid engineering and rapid prototyping services for both legacy systems (e.g., hardware and software) and newly emerging capabilities (e.g., hardware and software).   

TMC Design applies rigorous and repeatable engineering processes, reflected in our AS9100 and ISO 9001:2008 certifications and our assessed Level 3 Capability Maturity Model Integration (CMMI) rating for development (with accreditation projection of August 2016), to support our DoD partners – we know and understand the operational dynamic, rigor, and mission-imperatives for this mission space.  TMC Design operates a DCAA audited and approved accounting system as well as a DCMA audited and approved purchasing system.  Both directly improve overall accounting/purchasing efficiencies while reducing overall performance costs and significantly reducing overall performance risk.

TMC Design has amassed more than 18 years of direct experience working in the prime contractor role for over 250 DoD acquisitions and services.  TMC Design has also performed in a subcontractor role for over 80 contracts supporting both small and large businesses and their respective customer base.  As a system integrator, TMC has significant experience working with a broad spectrum of subcontractors, from DoD giants like LMCO to commercial contractors like ASC Signal (ASC) and General Dynamics Satellite Communications (SATCOM) Division.

SeaPort-e

The Naval Sea Systems Command (NAVSEA) procures over a half billion dollars of Professional Support Services (PSS) each year for its headquarters' Directorates, Program Executive Offices (PEOs), and field activities. In order to meet the Navy’s strategic sourcing wedge, NAVSEA committed to $250M in savings by procuring PSS more efficiently. Coupled with this need, the Office of the Secretary of Defense (OSD) directed that 50% of all support services be procured using performance based contracting by the year 2005. Furthermore, NAVSEA had more than 450 separate PSS contracts supporting its requirements. Most of these efforts were not integrated from a Command perspective, utilized a multitude of different processes in which to procure the services, and did not leverage corporate buying habits or e-business to facilitate the processes.

NAVSEA established the Seaport Office to meet the NAVSEA strategic sourcing wedge and the OSD performance based contracting directive while bringing order to NAVSEA PSS acquisitions. The vision was to provide a faster, better, and cheaper means in which to procure PSS.

In June 2005, the U.S. Navy awarded a multiple-award contract to 503 contractors, under Seaport-e, with the ability to add/remove/”graduate” contractors over the life of the vehicle. This support service contract -- for all phases of weapon systems acquisition and life-cycle support -- includes the areas of research and development; prototyping; acquisitions logistics; modeling; test and evaluation trails; and engineering. The contract provides service support for the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Engineering Command, Strategic Systems Programs and the United States Marine Corps.

TMC Design provides the depth and breadth of technical services required by NSWCDD under the Seaport-e Multiple Award IDIQ contract.  In this Technical Proposal, we demonstrate our relevant technical capabilities, past performance, workforce qualifications, and management approach across six geographic zones and nineteen (19) Functional Service Areas.  Specifically, TMC Design is responding to the following zones where we have relevant past performance and workforce qualifications in the past 3 years:

Functional Service Areas Depth and Bredth

TMC Design is responding to nineteen (19) Functional Service Areas where we have relevant past performance and workforce qualifications in the past 3 years.  In this section, we discuss our Depth and Breadth of capabilities in each Functional Service Area (FSA).

 


FSA #1: Research and Development Support

TMC Design has extensive experience supporting the development and application of scientific and analytical disciplines to conduct fundamental research; scientific study, and experimentation directed toward advancing the state-of-the-art technology-based capabilities. 

TMC Design is currently leading a year-long comprehensive technology study in support of 10th Fleet/FLTCYBER to research, develop, prototype, demonstrate, and test capabilities to advance state-of-the art Naval warfighting capabilities.  In executing this study, TMC Design will assess and determine system and subsystem requirements, develop and evaluate alternative technologies, solutions, and concepts for development of operational concepts and tactics with the end goal being the application of results to developing new or improving existing warfighting capabilities.

 


FSA #2: Engineering, System Engineering and Process Engineering Support

TMC Design has the ability to leverage and apply engineering disciplines to technically support development of new and existing capabilities and systems, technically support development of significant alterations to existing systems, support integration and interface of existing equipment or software into different applications or platforms to support the warfighter, and support evaluation of foreign or non-developmental systems, equipments, and technologies.

TMC Design is currently performing these tasks with exceptional success at White Sands Missile Range for the EMRE Test Complex.  TMC Design is currently on contract with PEO-STRI to modernize the Electromagnetic Radiation Effects (EMRE) Test Complex at White Sands Missile Range (WSMR).  The modernization encompasses the characterization of each of EMRE’s 19 test facilities followed by a modernization effort which will refurbish and or replace the facility’s infrastructure.  The full scope of the EMRE effort provides O&M and modification of communications systems (e.g. secure and non-secure data, voice, timing, and control circuits) for conducting test programs with data collection sensors, Electro-magnetic frequency control, surveillance, and analysis and Timing reference, synchronization, and control.

 


FSA #3: Modeling, Simulation, Stimulation, and Analysis Support

TMC Design has the ability to leverage and apply standardized, rigorous, structured methodologies to create and validate a physical, mathematical, or otherwise logical representation of a system, entity, phenomenon, or process. Our capabilities include the use of models, including emulators, prototypes, simulators, and stimulators to develop data as a basis for making managerial, technical, strategic, or tactical decisions.

By way of example, TMC Design is actively designing new antennas and ground plane for the EMRE Test Complex.  This effort will incorporate FEKO modeling and simulation to validate TMC Design’s numerical electromagnetic computation (NEC) simulation and modeling.  Team TMC brings decades of high power microwave/antenna engineering to the EMRE Modernization. Team TMC both understands the implications of integrated design processes and is leveraging our proven expertise and tools to perform the required system-of-systems design, development, and testing.

 


FSA #4: Prototyping, Pre-Production, Model-Making, and Fabrication Support       

TMC Design has the ability to build, fabricate, test, evaluate and operate reduced and full scale models, mock-ups, prototypes, pre-production units, simulation training suites, and research and development (R&D) test tools of electronic and electro-mechanical systems and system elements. We also have internal capabilities for fabrication and machining of replacement parts or equipments for fielded systems or platforms.

TMC Design fully supports the Army’s Space Testbed Enablers Workshop (STEW) with TMC Design professionals who develop and validate concepts leading to doctrine, operations, training, materiel, leadership development, personnel and facilities (DOTMLPF) alternatives and solutions.  Within this effort. TMC Design leads development of prototypes, tools, hardware, and future operational concepts and capabilities; and delivers innovative solutions to the warfighter.  Products, capabilities, prototypes and all other deliverables under the STEW effort directly supports, sustains, and enhances fielded operational capabilities for warfighting organizations.

TMC Design owns and operates facilities necessary to execute rapid integration, prototyping, and manufacturing.  The main campus, located in Las Cruces, NM, includes a fabrication complex providing full machining, sheet metal fabrication and welding shops with fabricators certified in several construction materials including steel and aluminum.  Additionally, the main campus includes a fully equipped software development laboratory, electronics laboratory, RF laboratory, outdoor antenna range, and an indoor-shielded anechoic chamber.  Co-located with the fabrication complex is a dedicated shipping and receiving section complete with a certified sequestered storage area.

The TMC Design’s facilities in Colorado Springs, CO is situated on a 5-acre fenced location with 22,000 sq foot of facility space.  These facilities include engineering and administrative offices, training and classroom facilities, a quad-access high bay, sequestered storage facility, DCID-JFAN 6/9 laboratories and meeting facilities, and a 5-acre secure outdoor training, test, and space operations complex.

In summary, TMC Design offers a complete solution to complex engineering issues, providing seasoned system, electrical, and mechanical engineers, technicians, program managers, logisticians, and programmers; dedicated facilities, integrated with a stable and mature AS9100/ISO 9100 certified quality assurance program ensuring rapid design and integration of small and large systems.


FSA #5 - System Design Documentation and Technical Data Support

TMC Design has the proven ability and experience to fully develop, produce, and maintain configuration control over program documentation.  Our experience includes detailed technical data documentation that is necessary to support system development which reflects the latest design, configuration, integration, and installation concepts. Our production ability includes technical documentation in the form of paper, electronic (digital) or interactive computer systems.

In support of the United States Army, TMC Design developed and delivered a system-of-systems Emergency Back-Up Communications System (EBUCS) providing a geographically isolated operating location with multi-band, high-frequency, strategic communications capabilities.  This successful effort required TMC Design to provide system design, development, specialized prototyping, engineering and integration, system installation, performance verification and acceptance testing, and maintenance and sustainment support services.  TMC Design also developed and provided operator and maintenance manuals, training and training documentation, as well as demonstration support for unit level and Combatant Command Joint Exercises.


FSA #6 - Software Engineering, Development, Programming, and Network Support

This functional area consists of applying the engineering and scientific disciplines to perform technical analysis of, technically support development of or selection of hardware and computer software, or modification to existing hardware and software for systems, test facilities, or training facilities. This also consists of software engineering efforts and programming support required to technically support software implementation in systems, sub-systems, and components utilizing computers, electronics, and software. Planning, designing, coding, testing, integrating, supporting, and delivering algorithms, software (source code and executables), computer programs are the inherent activities of this functional area. Commercial Off-The-Shelf (COTS) solutions and product modifications (e.g., software tools, licensing, and associated hardware) which are incidental to the overall support service efforts are considered within the scope of this functional area. Generally, the software development processes used for software development under this contract shall be, as a minimum, assessed at Software Engineering Institute (SEI) Capability Maturity Model (CMM) Level 3 or equivalent, however the Government may specify other (either lower or higher) standards in individual task orders issued under the contract.

TMC Design has in-depth experience analyzing and identifying technical requirements, conducting gap analysis reviews and market research and then applying this comprehensive insight to current and future technology projects through architecture and hardware/software development.  Moreover, TMC Design has exceptional ability to assess identified technology development and prototype opportunities to fully characterize insertion, injecting, and integration opportunities for existing platforms and missions. We will also develop, maintain, and update a living architectural framework detailing Analysis of Alternatives (AOAs), Courses of Action (COAs), and governmental guidance and decisions to enable and drive on-going gap analysis, technology development, prototyping, and fielding strategies.


FSA #7 - Reliability, Maintainability, and Availability (RM&A) Support

TMC Design leverages our first-hand experience and knowledge while applying engineering, scientific, and analytical disciplines to ensure that systems and platforms RM&A requirements are integrated with the system design, development and life cycle sustainment resulting in warfighting capabilities that function effectively when required and that detection and correction of design deficiencies, weak parts, and workmanship defects that affect functionality are implemented.

In support of the USAF Space Control Depot Support (SCDS), TMC Design provided RM&A support to include Item Management, Recoverable Component Repair and Production Management, List of Repairables, Sparing Analysis, Spares Procurement and Testing, Distribution Storage and Handling, Disposition, Government Furnished Property tracking, Transportation, Vanishing Vendor, Training, Technical Data Package development, Hardware and Software Repair and Maintenance, System Reliability, Maintainability and Availability (RMA), System Safety, Supply Support, Maintenance Data Collection Updates, and Field Support.


FSA #9 - System Safety Engineering Support

TMC Design places safety of personnel, resources, and equipment as the highest priority.  Our ability to leverage and apply engineering and analytical disciplines to ensure that safety is unsurpassed; we incorporate safety of personnel, resources, and equipment is considered in all aspects of design, development, operation, maintenance, and modification of systems and platforms.

TMC Design, as an RF Engineering manufacturer, fully understands and comprehends the importance of system safety engineering.  Moreover, our past and current performance is a testament to our ability to leverage and apply engineering and analytical disciplines to ensure that safety in all aspects of design, development, operation, maintenance, and modification of systems and platforms.

As an RF System manufacturer, our team designs and manufactures its systems in accordance with multiple commercial and regulatory standards to reduce the risk of RF and Radiation Hazards (RADHAZ) electrical, mechanical, and toxic hazards and provide increased safety and security.

As a testament to our system safety engineering capabilities, US Army PEO-STRI has entrusted TMC Design to lead design, development, and modernization of the EMRE Test Complex.  The EMRE Test Complex provides the Army with critical cutting-edge capabilities to test and evaluate survivability and vulnerability of operational systems for electromagnetic radiation and electromagnetic compatibility, electromagnetic interference and electromagnetic discharge, and electromagnetic radiation hazards.

PEO-STRI awarded TMC Design a $37M contract to accomplish EMRE modernization through special studies, design, development, integration, installation, and delivery for multiple turn-key systems, ready for employment at the WSMR EMRE Test Complex. As Prime, TMC Design is leading multiple RF special studies to investigate, characterize, and resolve all designs, characterizations, and data acquisition systems to conform to Mil STD 461/464.


FSA #10 - Configuration Management (CM) Support

TMC Design leverages and applies engineering and analytical disciplines to identify, document, and verify the functional, performance, and physical characteristics of systems, to control changes and non-conformance, and to track actual configurations of systems and platforms.

TMC Design administrates a configuration management (CM) program conducted in accordance with ANSI guidelines.  TMC Design uses CM to establish and maintain consistency of a system’s networks and product’s performance, and the functional and physical attributes associated with its requirements, design, and operational information throughout its life cycle.  A configuration manager, supported by an organization that includes the project manager, supporting technical staff, and administrative personnel, administers the CM process.  Within the CM Organization are detailed charters, processes, and procedures, providing a continuous and cohesive business model to accomplish required CM tasks.  A program configuration management plan (CMP) will address CM planning and management, configuration identification, change management, status accounting, verification, and Audits.  CM is applied continuously throughout the product life cycle.

Items related to the definition and/or requirements of the design are classified and maintained as configuration items.  Configuration items include documentation on hardware, software, firmware or other specified data for systems or networks over the life of the project.  An identification system shall be implemented to assign each configuration item a unique identifier.

The CM performs all monitoring, reporting, and recording of information required to maintain the most current status of CM controlled items associated with the program or system.  Specific tasks include

·       Creating baseline documentation and the product baselines; specifically, hardware, software, firmware, and all other pertinent data

·       Creating and maintaining a library for all documentation relating to the project.

TMC Design will implement change control disciplines, deviations, and waivers as well as a formal change control process (CCP) to coordinate all changes associated with the system or product specifications and requirements.  Changes will be documented and tracked via the approved engineering change proposal (ECP) form with the originator classifying the change as Class I or Class II.  Changes to the specifications and requirements can be generated by the Government and Contractors.  Classification disagreements shall be referred to the customer for final decision.  Approved changes will be incorporated into the appropriate baseline documentation in accordance with the change summary package specifications defined in the statement of work (SOW).


FSA #11 - Quality Assurance (QA) Support

TMC Design recognizes the importance of applying engineering and analytical disciplines to ensure that the processes and products used in the design, development, fabrication, manufacture and installation result in quality products.

Team TMC is equipped with a range of certifications that will guide the development and delivery of the proposed EMRE E3 modernization solution. 

TMC Design is an accredited AS9100 small business since 2009.  This AS9100 certification validates TMC Design’s compliance with required quality control regulations to ensure a consistent and quality product is delivered to its customers.  TMC Design utilizes the capability maturity model integration (CMMI) certification process to provide constant process improvement.  We are currently self-assessed CMMI Level 3 for development with accreditation projection of August 2016.  Additionally, TMC Design has earned the ISO 9001:2008 certification, signifying our consistent application of approved quality management standards and compliance with all applicable statutory and regulatory requirements.  TMC Design also employs individuals whose expertise has been recognized with industry-level certifications.


FSA #14 - Interoperability, Test and Evaluation, Trials Support

TMC Design has the proven past performance in applying engineering, scientific, and analytical disciplines to ensure that developed platforms, systems, and warfighting capabilities have been properly tested and that joint interoperability requirements have been fully met at all levels of their life cycle.

TMC Design, in the development and sustainment of the Army Communication System (ACS) sustainment is fully supported by TMC Designs exceptional capabilities to operate, maintain, and sustain operational systems and operational system-of-systems ensure full mission capability for the deployed warfighters.  TMC Design conducts day-to-day operations and maintenance (O&M) supporting ACS . This complex satellite communications system provides strategic and tactical communications supporting the warfighter using state-of-the-art communications equipment and technologies (e.g. secure and non-secure data, voice, timing, and control circuits).  TMC Design implemented a ACS modular open system architecture (MOSA) to readily insert, inject, update, and integrate new hardware and software capabilities into existing legacy platforms and missions.  Our MOSA architecture also enables technology injection, insertion, and integration of R&D, developmental, experimental, test, and prototypes transit case capabilities with the ACS platforms. TMC Design developed the ACS Training Suite (MTS) as a force multiplier to provide a realistic training environment without tying up the entire ACS system.


FSA #15 - Measurement Facilities, Range, and Instrumentation Support

TMC Design maintains, leverages, and employs engineering, analytical, and technician disciplines in the operation and support of measurement facilities, ranges and instrumentation used for testing, evaluating, experimenting, and exercising platforms and systems.

The EMRE Test Complex provides the Army with critical cutting-edge capabilities to test and evaluate survivability and vulnerability of operational systems for electromagnetic radiation and electromagnetic compatibility, electromagnetic interference and electromagnetic discharge, and electromagnetic radiation hazards.  PEO-STRI awarded TMD Design a $37M contract to accomplish EMRE modernization through special studies, design, development, integration, installation, and delivery for multiple turn-key systems, ready for employment at the WSMR EMRE Test Complex.  As Prime, TMC Design is leading multiple RF special studies to investigate, characterize, and resolve all designs, characterizations, and data acquisition systems to conform to Mil STD 461/464. As a result of these studies, TMC Design is implementing design, development, and fabrication of multiple antenna and ground plane systems, performing anechoic chamber refurbishment, and leading integration of all high-power amplifiers on EMRE test complex.  Our teammates, Amplifier Research (AR) is developing the required high power amplifiers; HV Technologies (HVT) is providing electro-static discharge and electromagnetic interference systems expertise; and Micronetixx Technologies is providing high-power combiners, filter, and transmission lines. Oakland University is validating our system designs using RF, modeling, simulation, mapping, and measurement capabilities.  Finally, Systems Solutions Group is providing expertise to secure the EMRE Test complex networks under the Cyber Security Risk Management Framework.


FSA #16 - Logistics Support

TMC Design maintains, leverages, and employs engineering and analytical disciplines required to implement acquisition logistics as a multi-functional technical management discipline associated with the design, development, test, production, fielding, sustainment, and improvement modifications of cost effective systems that achieve the warfighters’ peacetime and wartime readiness requirements.  TMC Design recognizes principal objectives of acquisition logistics are to ensure that support considerations are an integral part of the system’s design requirements, that the system can be cost effectively supported through its life-cycle, and that the infrastructure elements necessary to the initial fielding, operation and maintenance support of the system are identified and developed and acquired.

From a company perspective, TMC Design recognizes the critical role logistics plays in making any program successful.  We involve logisticians early in the design phase, to work side-by-side with our engineers, as a system evolves.  Our synchronized approach ensures a robust and sustainable system design.  We also advocate an in-depth Integrated Support Plan (ISP) that identifies required infrastructure, logistics processes, maintainability design requirements, associated trade studies, roles, and responsibilities essential to minimize lifecycle sustainment costs.

TMC Design will also execute a Reliability, Maintainability, and Availability (RMA) program, as directed or required. Our logistics team will conduct a RMA analysis to ensure selected components will meet or exceed Operational and Dependability requirements.  Using existing cutting edge technology and COTS products will reduce overall life-cycle costs and potential COTS obsolescence throughout the projected program life cycle.  We will partner with our suppliers to get actual reliability data across the product lines along with our first-hand data collected on other TMC Design products to properly assess RMA performance.  Additionally, we will conduct a semi-annual COTS obsolescence review throughout the program to identify potential life-cycle issues and recommend a solution that will reduce operations and maintenance (O&M) costs while maintaining the high reliability requirements.

Our logistics team is thoroughly integrated into our system engineering process, enabling our logistics team to influence system design from the start.  TMC Design as experience evaluating GFE and GFP to determine the correct configurations and requirements to satisfy Technical Requirements Document (TRD), Capabilities Development Document (CDD), and the Capabilities Production Document (CPD).  Our analysis will include trade studies directed to lower life cycle costs, while delivering maintainable capabilities, components, systems, and system-of-systems to satisfy approved requirements.  Our ISP will document logistics requirements from design through disposal.

FSA #17 - Supply and Provisioning Support

TMC Design maintains, leverages, and employs analytical and technical disciplines required to ensure that fielded warfighting capabilities are materially sustained. We acknowledge the principal objectives of this functional area are to ensure that material for operation and maintenance of warfighter systems is available when required, that materials are properly stored and transported, and inventories are managed in a cost effective manner to sustain supported systems.

The Army’s Mobile Integrated Ground Suite sustainment is fully supported by TMC Designs exceptional capabilities to operate, maintain, and sustain operational systems and operational system-of-systems ensure full mission capability for the deployed warfighters.  TMC Design conducts day-to-day operations and maintenance (O&M) supporting ACS . This complex satellite communications system provides strategic and tactical communications supporting the warfighter using state-of-the-art communications equipment and technologies (e.g. secure and non-secure data, voice, timing, and control circuits).  TMC Design implemented a ACS modular open system architecture (MOSA) to readily insert, inject, update, and integrate new hardware and software capabilities into existing legacy platforms and missions.  Our MOSA architecture also enables technology injection, insertion, and integration of R&D, developmental, experimental, test, and prototypes transit case capabilities with the ACS platforms. TMC Design developed the ACS Training Suite (MTS) as a force multiplier to provide a realistic training environment without tying up the entire ACS system.

FSA #18.1 Technical Training Support

TMC Design maintains, leverages, and employs engineering and analytical disciplines required to ensure that the warfighter and technical support community is provided with adequate instruction including applied exercises resulting in the attainment and retention of knowledge, skills, and attitudes regarding the platforms, systems, and warfighting capabilities they operate and maintain.

By way of example, TMC Design highlights our past performance on citation 3 entitled Emergency Back-Up Communications System (EBUCS). 

Throughout the EBUCS design, development, and integration phases, TMC Design engineers met extensively with Soldiers (operators) to identify, capture, and document operator concerns and to take into account environmental safety, comfort and productiveness of the operators.  The outcome of these efforts enabled TMC Design to develop and field consoles tailored to specific mission applications.  After operator console installation, TMC Design continued testing the installed consoles at a sub-system and system level, further reducing programmatic risk and enhancing operator mission effectiveness.

In parallel to console development and installation efforts, TMC Design led creation and publication of support diagrams and detailed documentation to include operator checklists and procedures, maintenance checklists and procedures, troubleshooting procedures, briefing materials, and training documentation.

Commitment to the customer and mission requirements notwithstanding, TMC Design also provided in-depth support and participation in unit level and Combatant Command Joint Exercises, which were scheduled prior to our contract award.


FSA #19 - In-Service Engineering, Fleet Introduction, Installation and Checkout Support

TMC Design maintains, leverages, and employs engineering, analytical, and technical disciplines and skills to establish and maintain long-term engineering, operation, and maintenance support for in-service warfighting capabilities as well as the capability to modernize or introduce transformational technologies into those capabilities.

By example, TMC Design would like to highlight to on-going, related efforts supporting the Army.

Space Testbed Enablers Workshop (STEW) in support of the Army is fully supported by TMC Design professionals who develop and validates concepts leading to doctrine, operations, training, materiel, leadership development, personnel and facilities (DOTMLPF) alternatives and solutions.  TMC Design leads design, development, execution, and reporting of test programs, experiments, and war games supporting space control/space surveillance mission portfolio.  TMC Design also leads development of prototypes, tools, hardware, and future operational concepts and capabilities; and delivers innovative solutions to the warfighter.  This effort modernizes and introduces transformational technologies into the ACS program

FSA #20 - Program Support

TMC Design has exceptional requisite experience applying business, financial management, and technical disciplines required to support planning, organizing, staffing, controlling, and leading team efforts in managing acquisition programs such that the result places a capable and supportable system in the hands of the warfighter when and where it is needed, and does so at an affordable price. TMC Design acknowledges this functional area represents an integration of a complex system of differing but related functional disciplines that must work together to achieve program goals through development, production, deployment, operations, support, and disposal.

TMC Design is currently on contract to modernize the Electromagnetic Radiation Effects (EMRE) Test Complex at White Sands Missile Range (WSMR) for PEO-STRI.  The modernization encompasses the characterization of each of EMRE’s 19 test facilities followed by a modernization effort which will refurbish and or replace the facility’s infrastructure.  The full scope of the EMRE effort provides O&M and modification of communications systems (e.g. secure and non-secure data, voice, timing, and control circuits) for conducting test programs with data collection sensors, Electro-magnetic frequency control, surveillance, and analysis and Timing reference, synchronization, and control. In the end, the TMC Design-led effort for EMRE will achieve program goals through development, production, deployment, operations, support, and disposal.

TMC Design also employs individuals whose expertise has been recognized with industry-level certifications.  Our designated program manager, Mr. Scott Peterson, is one of Project Management Professional (PMP); our contracts manager, Ms. Ashley Rodgers, is a Certified Federal Contracts Manager (CFCM); and Mr. Kimball Edwards of TMC Design, previously certified as a DoD Acquisition Professional, will oversee all necessary acquisition efforts associated with EMRE site modernization.
