Job Duties and Responsibilities

Manages the entire life cycle of contracts activities including but not limited to:

· Reviewing solicitations and preparing business/cost proposals;

· Performing cost/price analysis of subcontractor proposals;

· Writes, issues and manages sub contracts

· Negotiating contracts in conjunction with executive management;

· Analyzing contract terms and conditions, and administering contracts to ensure compliance (including timely authorizations and modifications);

· Effectively interfacing with client contracts representatives;

Business Title: PROGRAM ACCOUNTING SPECIALIST

· Analyze budget estimates or proposals for completeness, accuracy, and conformance with  established procedures, regulations, and organizational objectives.

· Assist in formulating and developing annual expenditure plan; executing the Mid-Year review and end of year closeout.

· Support various types of integrated financial resource management, economic and cost analysis, including cost-benefit, business case development, and general cost effectiveness for DNDO.

· Track past, current, and future expenditures at varying levels (e.g., office, program, and     performer) and perform budget analysis on results.

Job Duties and Responsibilities

Single point of contact to answer phone calls, web request and emails for end users. The Tier 1 Help Desk Tech takes calls; enter tickets, works with team leads to resolve issues and works for customer resolution when possible.

Takes end user IT related calls; enters required information into ticketing system and works to provide customer resolution to issue when possible.

· Follows documented procedures for work processes, basic troubleshooting and computer reimages

Responsible for supervising and directing security measures necessary for implementing the requirements of our Security Procedure Manual in accordance with National Industrial Security Program Operating Manual (NISPOM) procedures. 

· Create, execute, and monitor the office security policies, procedures, and practices in compliance with our Government security requirements.

· Ensure COMSEC requirements and procedures are implemented and followed.

· As COMSEC Custodian rekeys STE phone and maintains log.

·  Performs semi-annual COMSEC inventory.

· Provide guidance and instructions to all employees to ensure any event, circumstance, or act that could be considered a breach of security is reported immediately

· Conduct security trainings, briefings, and debriefings

· Assure proper marking, safeguarding, and transmission of all classified and COMSEC materials

· Manage the Access Control System

· Administer JPAS activity including processing clearances and visit requests

· Maintain all records in compliance with our security manual and COMSEC procedures

· Primary contact for DSS reviews and correspondence

· Maintain a working relationship with all contract security offices to ensure proper paperwork and clearances are maintained.

 

Required Education

· 5+ years as a Facility Security Officer or related experience

· Well versed in the NISPOM and Government security requirements

· Experience with JPAS and e-Qip, ISFD, e-FCL, SWFT, DIAS
